You are going to need an AnyConnect license to enable SSL VPN's. There are two versions of Anyconnect:
AnyConnect Plus:
This license is equivalent to the older 'AnyConnect Essentials' license. It also comes bundled with VPN functionality for PC and mobile platforms as well as Cisco phone VPN.
AnyConnect Apex:
This is equivalent to the older 'AnyConnect Premium' license. This license supports all the same features as the 'Plus' license. The major advantage of the 'Apex' license is that it supports Clientless SSL VPN. This means that an end user with a PC does not have to download a client to reach the VPN because the VPN is browser-based.
These licenses come as a subscription based for 1,3, or 5 years which come bundled with a SMARTnet. The Plus license also supports a perpetual license but will require a separate SMARTnet which is required for software access and technical support.
